Did Jagan refer Chiranjeevi for Padma Vibhushan?

It is known that the Megastar of Telugu cinema Chiranjeevi was conferred with the Padma Vibhushan award a couple of days ago. He is currently cherishing this historic achievement.
Now, there is a narrative on social media that the government of Andhra Pradesh, led by Jagan Mohan Reddy referred Chiranjeevi for the mega award.
However, Chiranjeevi's fans have a parallel argument as they say there is the opportunity for any Indian citizen to refer their own self for the prestigious award.
There are no special recommendation criteria for Padma Awards from states, Any citizen of India can nominate/recommend, and even self-nomination is also allowed.
The Padma Awards Selection Committee is constituted by the Prime Minister every year. It is headed by the Cabinet Secretary and includes Home Secretary, Secretary to the President and four to six eminent persons as members.
